I think that's funny. What software or device is "fully tested?" None of them. They can't be. I remember reading a while back a phrase "The only fully tested software is obsolete and no longer being used." I agree with this.
The question is more about what level of testing would result in adequate performance and reliability? It probably all falls to marketing.
