I have not run SIPDroid, but

I. You can run SIP via a phone with a data plan if the carrier supports this. You need to verify that the carrier provides a public IP address along with their data plan.

OR

II. Other option is to run SIP over 802.11 to Internet.Service Providor

In either case SIP will be limited by the QOS that the phone
   I ) carrier provides or which your
   II) your ISP provides.
