It'll be legal reasons or shipping costs.

These are gifts, and so they're costing Google money, so they're probably not going to spend a fortune shipping them & paying any import taxes.

And hey, look at it this way; you're no worse off than before Google started doing this, and it's not like you've done something under the impression you were going to get a freebie, so what's the point in getting frustrated about it?
