Hello, I too got such e-mail. The link in it was pointing to developer.android.com, so I thought it's not that fishy.
Unfortunately, even though my country is in the eligible list of 35, the combo box, in which you select your country code, has only 33 countries - Bulgaria and Romania being the missing ones... I hope this is just a minor oversight on Google's side, as these two are the newest members of EU...
