It appears SHOP4APPS is just for China. If you have a paid app, you've got to register as a business, and use AliPay. As well, if the app makes any internet connections, they have to be within China. All good if that is your target market.
Some others are MobiHand, YouPark, PocketGear (now owns Handango). The all do dynamic licensing, the best route to anti-piracy in my opinion.
