I agree...'optional' permissions would greatly allow me to add
features that would be benefitial to some people without others
worrying about their implications (eg. contact permission to add a
'Share' feature, some will use it, some would not so I wouldn't have
the potential to share their contacts over the internet or something)

Of course, then the ability to write a minidescription detailing why
the permission is needed would make a lot of sense...
