It is true. Fairness and openness don't enter into it. Each countries legal and tax laws do, and Google have to make a business decision as to whether it's cost efficient to get involved with selling from a country.
AndroidPublisher have their business model, if you don't like it don't use them, you could always use an alternative market (like AndAppStore :)).
