I remember they added "Japan" by Q1 2009, but then stopped.
For Jean, I think selling the locked version of 'free' apps in Android is
not illegal, that is only breaking the policy for Android Market. They
removed your apps.

Even Google doesn't take actions yet, they can remove your apps any time
they like and I think they even ban your account forever.
