Yeah I've suggested the ability to deny permissions but still install
the app before. I believe Google's answer was that this might cause
result in apps crashing or misbehaving because they expect to be able
to be able to use all permissions they ask for.

It was a pretty lame answer, because for all permissions you can come
up with a plausible API response that could happen anyway, examples:

1. Internet access permission : No internet connection available.
2. Coarse/fine location : Allow user to set fake location.
3. Compass / accelerometer : Phone isn't moving.
4. Access contacts list : Pretend they have no contacts; return an
empty list.
5. Phone identity : Use fake details, or '0000000'-style results.
6. Send/receive SMS : Just ignore sends and don't notify the app of
receptions.

etc. etc.

I expect the *real* reason is that you could deny apps the ability to
show adverts, causing Google's ad revenue to go down.
