Not only this is the problem.

is also the mechanism of voting by users calling into question.

Why?

   1. Software goes ahead with new versions. The user votes NO.
       This is limiting and frustrating. Any software (though good) may be 
penalized;

   2. Only 1-5% of users voted. The rest can be influenced
       passively.

   3. Any application should start with 5 stars and not contribute anything to 
the average.

   4. Absolute NO control of the application in the market. Why is my 
application developed and tested with OS 2.1 Droid MUST necessarily work for 
HTC Hero with OS 2.1? I can not guarantee it will work on HTC Hero. The 
operating system itself can not provide.This creates discontent in the people 
and my application will be penalized with negative votes.
A filter  Model - SO  is necessary. 
   5. No serious inquiry by the developer can be done on people who leave a 
vote or comment. If the application fee, the user should be able to vote before 
purchase and before he could vote, there must at least for the first time they 
have contacted the developer (also for the free app).
This also because the apps are not checked by Google.
This implies that it accept Google developer also their responsibilities in 
terms of the user.
This way you know that if you receive a negative vote will be well motivated 
and never contrary to the EULA.

i am sure that before Google takes action against such shenanigans,
many seedlings of good apps will be easily smothered by these
unscrupulous developers and their gangsters.
