Ah, but the problem is, the ratings and comments are probably the single most important driver of app downloads. As a result, a few negative comments - whether from a malicious competitor, or simply resulting from a bug which slipped through your testing - can seriously impact your numbers. If this happens early on, it's not likely that you will ever reach "hundreds of thousands" of users.
Add it to the list of things Google ought to fix on the Market.
