Worst case you just ask the authors to email you the finished app,
description, etc. and your organization posts it. Controlling the
Market developer account(s) being used doesn't really have anything to
do with producing what's posted to it. I'm sure countless people/
companies have apps produced using out sourcing services like Elance
and just post the app developed for them to their own account.
