Why are you deleting the caches? It makes sense having them to speed up
things. Instead of having to load data structures and resources over the
internet connection, they can live on the client. As long as they are still
valid.
They are more useful on slower hardware then faster hardware (especially the
radio).
It definitely should not slow it down - it speeds it up. Something else must
be wrong with your set up. Are you very low on internal space?

On another note you idea with the cloud storage is good - however i would
not call it cache.
