Yes - and caches only work when you can access them more quickly than the original. Caching things outboard of the device only helps when communication between various corners of the internet is slower (or the webserber you are accessing is too overloaded) than between the device and the cache server. That does happen, but isn't the primary challenge of mobile data - usually its device to tower or the pipe leading out of the base of the tower that is the bottleneck.
It might be interesting to move the browser cache to the sdcard - but then other apps could spy on users web history.
