Yeah, I don't like that either. There will be lots of users confused by the "~" sign. Better to give an actual amount the user will pay (so the user always pays in his own currency). Big deal if a change in the exchange rate means that google or the developer loses a few cents. Calculating the local currency on the fly should be enough.
And, yes, allowing devs to override the price on a country-by-country basis would be good too.
