Personally I see making it a *requirement* to have a 1024x500 promo graphic and
a 512x512 icon version as a bad move. The main reasons being;

1) How many people do you think are going to be able to come up with a good
quality 1024x500 promo graphic?, most independent devs aren't the best graphic
designers (myself included) so I'm expecting a lot of "not so great" promo
graphics which will make the market look a bit cheap and cheerful.

2) There's no guarantee that devs have a 512x512 version of their icons, so I
can see uploads to simple & blocky upsized versions or delays while those who
used graphic designers go back to them and try to get versions in the larger
size (and the designer may well charge for it).

I can't see why these need to be required. Optional, yes, but making them a
requirement is just creating a real pain in the a** for a lot of developers.
