1. Develop some high quality shill detector algorithms so that Market star ratings are better aligned with reality;
2. Improve the WiFi stack (and possibly the baseline requirements for the wireless radios) so that devices stay connected even with the sub-optimal home wireless equipment people are using. If this happens the complaints about failed app downloads will very likely dwindle away.
