If it was me hiring a designer, I'd be happy for them to use whatever graphics tools they were most comfortable with, in the understanding that transforming that design into a working UI is a programming task (and hence my job). I certainly wouldn't expect a designer to use programming tools like the SDK.
However, I also wouldn't hire a designer who didn't have Android experience, at least as a user. Having a feel for the platform's UI philosophy would be crucial, IMHO.
