My view is that it's not a private API because, as Mike Wolson said, it's 
the Market client doing the installation. I suppose it's a question of what 
exactly constitutes an API. An argument could be made that it's not an API 
at all - much less a private one - analogous to, say, powering off the 
phone. It's a core function of the OS, not necessarily something accessible 
to third-party apps.

Should there be a better API for it? Quite possibly. Did there used to be? 
Yes, as Al Sutton pointed out. But it's open to interpretation, a matter of 
opinion.
