There is a market-specific proprietary-client api for saying "download this
apk from the web and install it." Sure, no problem. I could implement the
same thing in a 3rd party client... right up until the point where it hands
off to the framework to do the installation --without user interaction--.

That is something that it is currently NOT POSSIBLE for anyone to do except
google, and (all handwaving about open-platforms aside) something they are
currently DOING. (Add in the 'protected' flag and you have two important,
secret apis that their apps use and nobody else can..)
