through. Some people were able to call and finish registration (there
are human beings at Google that answer phones?).

Perhaps they didn't expect the crowds, or just didn't want to invest
too much in registration. If people had signed up slowly, they
wouldn't have needed the extra capacity. Since they did have the rush,
it was annoying for many people, but at the end of an hour they still
had the desired result: the conference was filled. Given that, the
only reason to invest in extra capacity was if they care about
customer service.
