By having an Android API but no Android ID, you mean that they
downloaded Android and built it themselves, rather than obtaining a
binary from Google?

I may be wrong but I think most devices are built that way. After all
the manufacturer has their own hardware design they have to implement
the OS on top of and an off-the-shelf image probably won't fit. The
only unique identifiers are the MAC addresses and a serial number which
is not identifiable through any software calls even though it is
displayed in the Settings. I don't know if any of the other non-Google
API tablets are this way.
