Um, there IS a tablet-specific version of Android. It's called Honeycomb. I'm sure you can find some mention of it on teh interwebs if you look hard enough.
As for multi user support, that's just one feature (among many). I suggest you add your support to http://code.google.com/p/android/issues/detail?id=18271; there are 3 other people who would also like to see that happen.
