I haven't seen this update myself yet.

As for the "Just in" category. I think it has been a totally abused feature. 
Why would an app with an update show up in that category? Does "Just in" 
mean "Just updated to force me to the top of the just in category?" If so, 
then it should be named "bogus updates" instead.

I've uninstalled lots of apps that abused the update process. Why should 
everyone who has the app installed update just because of this quirk in the 
market? Who came up with this crazy idea anyway?

It would be really helpful if that category did stand for new apps and 
that's it. You get one chance to be in the "Just in" category and updates 
won't change your position. That might stop the gaming of that category. 

If "Just in" is going away, that might stop developers from updating for no 
reason. That in itself will make the market a must more reasonable place. 
Updates might turn into just that, actual improvements to apps.

As for ways to promote your app, consider that there are over 150,000 apps 
in the market. How else will you get traction in any market if you don't do 
some promotion. Promotion costs money usually so that should be in your 
budget before you start writing the app.
