You may have to reinstall the packages that the devices use and then update the AVD's. In the AVD manager go to Available packages and download all the Android versions from v1.6 to 3.2. Then, go to your devices and click edit and change any necessary directory listings. If this does not work, than there is most likely something wrong with your installation.
**Remember that there can be NO spaces in the installation directory for the virtual devices. My experience is to download revision 12 zip file and unzip to another directory, then install the platform-tools and copy it to old sdk directory, then it works.
