There is a market API created by a third party. It is not supported by Google, and has limited functionality. It does not support discovering if a user has rated an app. The API returns the overall rating of an app, but that is it. It does not return individual comments, or individual ratings.
In order to use it, you must provide a valid user token (Google Login) - at best this could provide you a way to view that specific users comments (but that is not supported at this time).
