I can see this is going to cause major issues with smaller developers. If
they don't have a credit card, they are going to have their apps pulled
from the market.

On the other hand, this could be a business opportunity for a larger
developer to list these smaller developer's apps for a fee.

The big changes is from a 15 minute refund window to 48 hours. A bit long I think but I've actually had people who apparently decided within 15 minutes they didn't want the app because it was "missing" some features they wanted so they canceled. Then a day or two later came back and bought it again. In one case a user who canceled emailed me and complained it didn't have certain feature which it did so he went back and bought it. The biggest problem is users completely new to Android who don't know the menu button works for the apps too not just the device.

"Products that cannot be previewed by the buyer (such as applications): You authorize Google to give the buyer a full refund of the Product price if the buyer requests the refund within 48 hours after purchase."
