My point was the "update": That nothing is necessarily changing AT ALL.
Has anyone seen verification from Google that the refund window is going
to change? Or even that this wording is different than it was a month ago?

Android Central's comments are way off:
"Good on Google for changing this one. While we don't want anyone
abusing the refunds process, 15 minutes was absolutely too short a
time to try out an application."
I think a refund window is a stupid way of "trying out" an
application.
How many of you just love those websites that offer you a thirty day
trial, but collect your credit card information for that "free" trial?
Another comment on that page is classic:
"Don't you think Google knows what they're doing. Relax and enjoy the
game Androiders. Hahaha"
No, I don't think Google knows what they are doing. If they did, it
wouldn't be changing every year.
