Afaik (I'm not a lawyer and don't sue me if what I say is wrong, ....)
Google does not apply any checks on the validity of DMCA notices. If
you file a DMCA notice you simply claim that a specific content (in
this case an App) violates your rights. Under the DMCA, Google is then
obliged to remove this content in due course - regardless of whether
the claim is justified or not. This is how DMCA works.

Being at the receiving end of this process, you can file a DMCA
counter notification to Google. They even have a form-sheet for this:

Filing a counter notice means that you guarantee towards Google that
your App in fact does not violate the rights of the party that filed
the DMCA notice, i.e. you assert towards Google that the claim of the
raising party is unjustified. Google can then get your App online
again. What I've seen from other posts is that this process may take
some time, but works in the end.

I believe that if NetResult/DataCo wants to get your App removed then
again, they'll then need to make a move at yourself directly.
