It wouldn't matter if you did. Point is that the developer of the wallpaper figured out how to sell his wallpaper images by posting them each as their own wallpaper app, and as such they get found and downloaded.

No one is searching for a Hello World app so such an app would never be downloaded, and if anyone did bother it would struggle to gain more than 1-star reviews. The point of a wallpaper app (as Nathan just pointed out) isn't the complexity or even originality of the code component -- it's that it contains images or visuals that people want.
