I did talk to the Dev-Rel team about your situation, and unfortunately they look for multiple high rated apps, so just one wouldn't qualify. The reason for that is consistence rather than it being a "Top app" award. They also mentioned that the Top Developer requirements shift as the market grows, so it's developers need to be in the top x% for active downloads, ratings, etc. which is why they rarely give out a set figure (The figure of multiple over 250,000 was a year or two old, and the exact percentile wasn't revealed).
