Hi Jeff, the federal law is just that one party be aware. The other party must be aware only if state law specifies otherwise or if the recording is to be used for any legal purpose such as evidence in court. The federal law was originally conceived I think only as protection against phone tapping. I assume the wiki Page linked in another reply probably talks about this.
In the case of journalists, the notification is for self protection per my understanding. If they get sued for whatever reason, the recordings serves as legal evidence of what the interviewer said.
