I won't go into much detail beause you'll be able to find documentation / blog posts on this topic, but you shouldn't use the -large and -xlarge qualifiers but -sw600dp and -sw720dp and friends. They require Android 3.2+ but at this point any tablet running < 3.2 (or should I say < 4) is irrelevant.
