This worked as the console interface will show what devices are supported even if you just upload the apk. I used the new interface which is particularly easier since it is incremental. The elements show that the Nexus 10 will be supported and excludes the Nexus 7 which is what I want but I think the 7 should get the other APK though it is shown as excluded when checking the app in the regular console which is the only way at the moment to upload multiple apk apps.
