Two years ago I got an Acer A500 which has a 10" screen. My old layout seemed a bit large so I created a version for 10" tablets that was landscape only and included all the display screens in one. It took a bit of work to get Play to segment the smaller devices to one APK and for 10" or larger to use the other APK. Some of Google's suggestions actually didn't work. Now we have these devices available with 1920x1080 displays. One customer recently got the Sony one and found they could not install my app. Indeed the console list shows that device unsupported.

I think when Google thought up the qualifiers they figured only larger displays would have higher density screens. They've been a bit reactive to these smaller devices with 1080p displays such as the Sony one and the forthcoming Galaxy S4 which some of my customers will jump on. What I could do is do away with the tablet display but that will leave other customers with large tablets unhappy. And currently the Nexus 7 is in limbo as the 10" display would be difficult to navigate and crops right and bottom edges and it too should get the smaller screen display but doesn't because I think the density qualifiers are a mistake and it should be screen size (or make a new one we can use like that).
