Just as a follow-up I tested a different <support-screens> setting from the 
one shown in docs using a test apk on Play.  Even in draft mode you get a 
list of supported and unsupported devices.  According two those tests of 
two versions of the APK one for devices smaller than xlarge and another for 
xlarge only BUT with a minimum width of 1280dp.  These two qualifiers 
produced the results I wanted.  Previously when following minimum width on 
720p for xlarge EXCLUDED my Acer 500 even though the app runs fine on it.  
Of course the A500 isn't listed anymore the 510 is and it has the same 
screen size.  I'm crossing my fingers that the new APKs I just uploaded 
worked for my customers and for tablets allows support for 1920x1080 while 
the non-xlarge APK allows for the new 1080p smaller screens such as the 
Xperia Z and Galaxy S4.  This may need to be included in the docs and if 
works as expected I'll report it as an issue.
