"harder to find, local Hazard Warnings"

There are alerts and that's that. I don't have any idea what you're talking 
about. Can you give an example of a "local warning" that doesn't appear on 
NOAA's alerts.weather.gov page?

Do you send the alerts to only those that are in the active area?
