In my haste, I misdiagnosed the issue.

I tried the Asus cable today, the one that came with the Nexus 7 I think, 
and it didn't work either.

Anyhow, I typed "android" at the command prompt and updated Android SDK 
Platform-tools.  It updated adb from version 1.0.29 to 1.0.31.

Now the Nexus 7 does not claim to be "offline" anymore.
