Seems like you should consult the company itself for their requirements. If
they need something simple and cross-platform, a mobile site makes more
sense.
If they want something fancy and specific to Android, then native makes
more sense.

A lot of small companies around here have both website and apps for
Android and iPhone. Those are probably package deals. When I redo my
web site I might just build everything for mobile and then have the
desktop use a different layout of the same material. I have both
desktop and mobile on my site now but the mobile needs more work. Of
course there is a check to see if the user is coming in on a
desktop/laptop browser or a mobile device and directs it to the correct
layout. Of course the mobile site contains a link to the full site.
