But I would start with mobile website and assume that mobile app is much more expensive. Then look for anything that a mobile website cannot do that an app can do. If you don't find anything that justifies the cost, don't do an app. A mobile website might be as simple as a different CSS for your existing website, that is loaded when a mobile device is expected. Not that there isn't work there, but you may have people already that can do this. For a tablet, the desktop site might work with few or no modifications. If, for example, you have a website based on wordpress, there are plugins you can install that will do this all for you. For signbuilding company, are people going to be searching Google Play to find their services? Probably not, they are likely searching internet yellow pages to find your website. If, on the other hand, you have loyal repeat customers who make orders every day or week, an app can make sense, because they may just want to push a button on their smartphone that says "Order 4 of the usual" or something like that.
