Deactivating GPS in settings seems to correctly shut down GPS (fix is
lost and have to be reaquired on reactivation).

Ok, I have done two change:

one is the deadlock fix and the other is don't activate the gps until an application require it with a start. When koolu merge this change maybe it can decide when the gps fix must start. I don't know if the locationprovider must be on when there aren't application that use them. Maybe the gps retrive the local time information such the ZDA, by the way
I'm not an expert I wold like to maximize the battery life.
