I had this problem too, but unfortunately I forget how I fixed it.
It has to do with the proper files placed into right places.
I use the card that came with my FR (512MB).
The card is partitioned like this:

With this layout my installation of beta-7 finishes properly.

I am sorry, only now I noticed that this problem is related to
android 1.5. I should have read more carefully.
Now I tried
http://koolu.org/releases/cupcake-1.5-alpha1/android-freerunner-koolu1.5-alpha-1.tar.gz
and it install fine with the same filesystem layout.
But when I run the image, I get the "NO SIM card" dialog (that is
discussed in another thread). I can not escape it even with a
SIM card inserted.
Yet another remark: the power button seems to behave erratic
1. it does not seem to reset some timer that prevents FR to
go into sleep, and also that time seems to be set too short
2. I have to insist by pressing it short 2 or 3 times to
wake up my Neo.
