No, tangoGPS is an X apps, not written for the Android graphical system (and
as far as I know not in Java).

Not exactly true. The following is a bit complicated, but it works...
Use tangoGPS to download the tiles for the area and zoom levels you need.
Then, copy them to your Android phone to /sdcard/andnav2/tiles/mapnik/*
(* is the number for the zoom level, like tangoGPS).
Then, you need to run a script to rename all the .png files into .png.andnav
For what it's worth, I have started to work on an app that will mimic
tangoGPS (and some more, adding the capture of gpx files) for Android, but
don't hold your breath, it is far from being usable.
