There is a prebuilt ARM EABI toolchain in the open source tree at prebuilt/linux-x86/toolchain/arm-eabi-4.2.1. You can also download the source to that toolchain from http://android.git.kernel.org/pub/android-toolchain-20081019.tar.bz2 and rebuilt it yourself if you want to.
