One of the Android security maxims is that apps should be able to affect the behavior of other apps. I.e., an app can't gain "system level" privileges. What you want is a dynamic permission adjustment for each of these apps. This is not possible with a stock Android ROM, though these features are included in a variety of different mods (e.g., I believe cyanogenmod allows you to do this).
