There is a new API in Android 4.3 that allows you to configure various EAP
profiles (
http://developer.android.com/reference/android/net/wifi/WifiEnterpriseConfig.html).
Whichever vendor creates the software that you want to use can use those
APIs instead of requiring manual steps to configure.
