So in that same logic enterprises should not use any form of device
management/policy enforcement but expect their staff to act accordingly and
also expect the rest of the world not to perform any malicious acts on them?

Android had a horrible lack of controls for parents to protect their
children online - and yes censor some of the crap that is out there. Third
party apps do fill this gap very nicely but there is indeed nothing that
can prevent from factory resetting the device and I would imagine there
never would be. It is a fail safe a certain extend.

I would also be very interested if there is any plans in this area. I am
sure a lot of the mechanism used for this can be translated for business
use thus serving a dual purpose.
