Yes (in many cases). But you're on your own installing them.
Don't report or ask help with any issues with Angstrom install after
that - if you compromise system integrity, that's your choice.

Yes, please compile, test, upgrade to new versions if needed,
submit for inclusion into OpenEmbedded, and request inclusion into
Angstrom feeds. That's the productive way to solve such issues.

Debian even doesn't use "feed" term. Even though ipkg is of
course modelled on dpkg/apt-get and Debian package repository formats.
