I think so Maybe in the gpe ui  use "allow users to control everything 
or similar..". I do sudo w/ NOPASSWD for a group of commands to do some 
things as a user w/o being asked for a passwd. {I am treating this 
device as real machine...}

Is v1.7.4 the fw version in the card's flash ?

maybe you anyway try to reset the card on resume using
       pre-up iwpriv wlan0 reset 1
