Yep.   This ticket is *strictly* about making it possible to load Angular
in a CJS environment without jumping through any hoops.

I agree with many of the others in this thread who would like to use a
fully-featured module loader with Angular, but that's a separate
discussion.  Implementing basic CJS compatibility is a low-risk, and
low-effort first step toward that eventual goal.
